What is the Quebec PSTQ and the Arrima score?
The Programme de sélection des travailleurs qualifiés (PSTQ) is Quebec's main economic immigration pathway. You submit a declaration of interest in the Arrima portal, and the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI) ranks it on a 1,400-point grid across three groups: human capital (French, age, work experience, education), response to Quebec's needs (occupation demand, Quebec diploma and work experience, settlement outside Montreal, a validated job offer), and adaptation factors (Quebec study stays, a relative in Quebec, and your spouse's profile). French, scored on the Échelle québécoise des niveaux de compétence en français, is the single most heavily weighted factor; English earns no points. Quebec invites the highest-scoring profiles in each draw, so there is no fixed pass mark.

Quebec invites the highest-scoring profiles in each draw, and cut-off scores vary by stream and by round (roughly 580-740 in 2026), so a given score does not by itself guarantee an invitation. French is scored on the Échelle québécoise des niveaux de compétence en français (levels 1-12), not the CLB scale -- if you have a TEF or TCF result, convert it to an Échelle level using Quebec's official correspondence table first. English earns no points.
